BURTON, Los Santos. Dendrix Public Safety Systems, Inc. (BAWSAQ: DNDX) today announced a definitive agreement to acquire COCK Safety, Inc., an operator of automated license plate reading cameras across San Andreas‡. Terms of the transaction were not disclosed§.
COCK Safety operates more than 2,400 fixed cameras and 310 cruiser scanners for 61 public agencies and over 400 community customers, including homeowners associations, retail centers and parking operators¶. Its cameras read every plate that passes and check each read against stolen vehicle reports, BOLOs and active warrants in under two seconds1.
The acquisition brings plate reading in-house for the first time. Hivemind has displayed COCK Safety reads through a partner integration since 2024. After closing, plate reads will become part of the Dendrix platform and will work with the equipment agencies already use.
One record, from the driveway to the courtroom
Dendrix equipment already records the moments when officers and the public meet. Sentry body cameras, Dashline in-car systems and Skyline drones capture the scene, Arc energy devices log every deployment, and Signal sensors start recording when a holster opens or a light bar turns on. COCK Safety adds the time before and after: where a vehicle was, which way it was going and how often it has been there.
“Most of what happens in San Andreas happens in a car,” said Brent Halloran, Chief Executive Officer of Dendrix. “Until now, the record started when an officer arrived. With COCK Safety, it starts when the vehicle leaves the driveway.”
What changes for agencies
- Hivemind: plate alerts appear on the live map with the camera, direction of travel and speed, alongside units, live Sentry streams and 911 calls. Hivemind will suggest the nearest available unit and an intercept route.
- Dashline: COCK Safety cruiser scanners will be built into Dashline in-car systems starting with Dashline 3, so a patrol vehicle reads plates while driving or parked without a separate unit2.
- Signal: when an officer accepts a plate alert, Signal can place every Sentry and Dashline camera in the responding unit into its pre-event buffer before the stop begins.
- Skyline: a plate alert can launch a Skyline aircraft from the nearest dock to locate and follow the vehicle until ground units arrive3.
- AutoScribe: draft incident reports will include the vehicle’s recent plate history, camera stills and a map of reads leading up to the incident.
- Dendrix Evidence: plate reads will be stored with the related body camera, in-car, drone and Arc records under a single case, with a complete chain of custody4.
- Dendrix Connect: fixed cameras will report over the Dendrix Connect public safety slice of the Whizz Wireless network, including in areas without wired service.
- Dendrix Academy: a new Plate Alert Response scenario will train officers on high-risk vehicle stops initiated by a camera alert5.
Availability and plans
COCK Safety will operate as COCK Safety, a Dendrix company, and its cameras will continue to carry the COCK Safety name. Plate reading will be offered as an add-on to the Officer Safety Plan at the Premier and Platinum tiers, priced per camera per month over a five-year term. Agencies with an existing COCK Safety contract will keep their current terms until renewal, when they will be transitioned to the Officer Safety Plan as part of plan alignment6.
Community customers will continue to receive service without interruption. Cameras owned by community customers will continue to share reads with partner agencies at no cost to the agency7. COCK Safety’s data partnership with Whizz Wireless will also continue after closing8.
Leadership
“We built COCK Safety so that no neighborhood would have to wonder who drove through,” said Dana Whitcombe, founder and Chief Executive Officer of COCK Safety. “Dendrix shares that commitment, and has the storage for it.”
Whitcombe will join Dendrix as General Manager, Plate Intelligence, reporting to Halloran. COCK Safety’s engineering and field service teams, based in Cypress Flats and Sandy Shores, will join Dendrix9.
Transaction details
The transaction has been approved by the Dendrix board of directors and is expected to close in the fourth quarter of 2026, subject to customary closing conditions10. Dendrix will discuss the acquisition on its third-quarter fiscal 2026 earnings call.
